After I load up Paper Mario TTYD the audio starts to skip and glitch and it sounds jumbled and robot-like. My computer is above average and should be able to handle this game fairly easily, yet it doesn't seem to. The audio gets worse and worse as I go. I have the settings at default pretty much and since I just started using this, I don't know settings that well or which would apply. I did try changing some with the DSP LLE and such, but couldn't figure any of it out and wasn't sure what actually applied.

TL;DR Basically I just need to know if any settings can fix this laggy-sounding audio or anything. Thanks.
DSP LLE should fix sound issues. Take a look at the DSP LLE guide (link in my sig)

So, I have one issue. I don't own a Wii and the file on that post won't work (I'll assume Paper Mario isn't a Zelda ucode game.)
I do own a physical copy of Paper Mario as it's my favorite GC game and the only one I own.
Is there anything else I can do at this point?
Not really. As PMTTYD isn't a Zelda uCode game, you can't use the iROM. Well, but you could try a build from the new AX HLE branch -> http://forums.dolphin-emu.org/Thread-new...ing-thread

Just from a quick check, that actually does seem to work.

It'll have to do for now, even if there is a problem down the road.

Thanks tons. I owe ya.
