I'm pretty sure an OC ivy/sandy bridge will do it just fine.
I often drop to ~5 FPS on MarioKart's menu (can't remember which bit, though). If an OC'd Sandy/.Ivy could do 60 FPS, I should be at least 30 FPS.

Which menu or part of the menu are you experiencing this?
I can run Mario Kart at full speed even in menus on my i2500k @4.6, but for some reason I cannot get Wii Sports Resort to run at a constant 60fps even though it would appear to be a less demanding game.
That's just the trials and tribulations of running an emulator I guess. Things aren't always as they appear.
I think it's the bit between selecting a cup, and pressing A to start it that I have the biggest slowdown.
When I started using Dolphin, I thought Brawl was going to be really demanding. But I was wrong. It runs 98% of the time in full speed, @ 60 FPS, even with an HD3000 GPU.
Brawl is not a demanding game

SMG is much more demanding
