So i've got an Alienware M17x R3, the original default build for it.

CPU: Intel Core i7-2630QM @ 2.00 GH
RAM: 4GB
GPU: NVIDIDA GEFORCE GTX 460M

When i start Animal Crossing: City Folk it is playing at 100% speed with 60FPS, but then in game it often drops to 75% speed and when i do things like fishing and catching bugs it can even drop to 30% and get really choppy at parts. Am i doing something wrong?

You're doing nothing wrong but your CPU is just a bit weak for Dolphin
For animal crossing city folk that system is pretty strong.
Use the settings for best speed (link in my sig) and the official Dolphin 3.0 release to gain some extra speed.
Also use realtemp to check your temps, your CPU maybe overheating.
your CPU clock speed is too low。
your CPU is i7 2630QM,turbo boost will just work a little time。
I think you can use “throttlestop" to adjust the CPU clock speed。
Turbo boost will work as long as you keep it cool and leave the power profile set to performance.
