No, not at all. Think of reinstalling as a catch all for any OS bugs. Its not 100% but it does fix most crap. svtfmook has not help by providing any info on what the problem was, but he did show us its OS related. I'm pretty cretin its an Admin or driver thing.

Random suggestions.
1) Remove all drivers and software, install as admin ( right click on the install for the option ).
2) May not hurt to log in as the administrator account an try it. This way you are always admin.
3) Do a full driver removal, check for ghost driver in safe mode and clean up the registry.
4) Has anyone email the author to see what the error actually means?
5) Look for conflicting software like virus scanners.
6) try logging in as a new user, same as re install windows in most cases.
