I currently have the Gamecube bios files placed in the \Sys\GC directory and have made sure SKIP BIOS is unchecked in the GameCube settings tab however, I still cannot get the bios screen to show before starting a [b]Gamecube game. Do I have the bios files in the wrong directory?

Why do you want to boot in the GC BIOS?
Actually, it's useless.
Create folders named "EUR" "JAP" and "USA" (without quotes) in your Sys -> GC folder and place the "ipl.bin" in the correct region folder. Enable LLE audio and XFB (external frame buffer) so there are no sound or graphic issues.
So the bios file for each region should be named "ipl.bin" and then place in the corresponding folder for it's region?

You don't need 3 different region bios. I told you to create the 3 folders because I don't know which region you use. Put your region bios in the corresponding folder. If your console is from the USA, put the USA bios file in the USA folder, etc. The other folders don't matter at that point.

I agree. It's fine to see GC bios too. Like GBA bios with VBA for example

If you have consoles from all the regions but i believe you can only use one at a time.
Anyone tried gc bios on newer build?
At least, on dx11 is broken, run on slow motion (besides fps shows 60fps) and with double gc logo, vertically.
That's how it always has been, use XFB to fix
