The development just stopped for some time?

When you posted, the last commit to the master branch was about 3 days ago. skid made a couple of recent commits. Take a look at the change log for the project. Fwiw, the buildbot hasn't built anything new for Windows or OS X either in the past few days (though skid's commits have been compiled now). It's not unusual for commits to the master branch to stop for a few days, not just for Dolphin, but for other programs as well.
