Basically, PAL games run at 50FPS, at 50FPS the speed will be 100%.
NTSC games run at 60fps, at 60FPS the speed will be 100%.
So when a PAL game is running at 60FPS, its running roughly 20% faster than normal.
A solution would just have a option to limit frames to 50fps.

I never see PAL game run in 60FPS in Dolphin-emu or some other console Emulator in Normal configuration.
The better choice is to leave NTSC Game Run in 60FPS and PAL in 50FPS
You can Broke the FPS limiter in any game version but you need to made Alchemy with Configuration, i do don't support this configurations...

In Audio,the DSP-HLE, the option "Enable Other Audio" limited the speed to 50fps.

We have mixed experiences BlackAngel... I have PAL, and most games run actually at 50 or 60 FPS, depending on the HZ. These should both be native, as the game runs in the correct speed at both. So 50 MHZ means 50 FPS and 60 MHZ means 60 FPS. In Battalions Wars however, 60 MHZ gives 30 FPS while 50 MHZ gives 25 FPS. How much FPS the games natively get depends on how good the programmers of the game are at optimizing, it's usually 30 or 60, but PAL get to choose if they want it 10 MHZ (5-10 FPS) lower. But you don't always get this choise in Dolphin.
Brawl is special, it runs fullspeed no matter what the FPS is, or even double speed at the normal 50 FPS with certain settings (with my specs at least).
However, even in the pre-rendered movies, I sometimes see the FPS going over 70 while the movie is at the usual speed... which makes me believe the FPS counter can't be quite trusted in that case (How can a video get more frames pr second?)

Strange friend in my Laptop NTCS or PAL game Run in 27-30 FPS stable i have test many times..So..About FPS counter i think its ok graphics have crazy movement machine..
Movies Have Better FPS because its FMV / FMV means Full Motion Video
Just like you Said Pre-Render
Full motion Video its not Model and Texture Graphics is Different..Graphic Machines Its Easier to Run FMV movies Consoles Have Graphic Machines Graphic Machines Means CPU only for Textures and Graphics not for programs only for games anyway..

I wish there was a REAL frame limiter option and not an Audio frame limiter option. Some games use that "other audio" and you can't disable the frame limiter without messing up the sound. =(

I understand what you mean... but I don't think you understood what I meant.
Movies has a set number of rendered frames of course. I'm not sure how many the Brawl intro really has, but the counter said 70, which is definitely too much, since the movie was running at it's regular speed. So either the counter was off, or it was showing some frames twice (I dunno).

Or the pc was redering more frames than normal and dolphin wouldnt let it so it said 70fps but was only using 50/60 maybe
