the 250 is deffinately worth the 20 dollars extra... i would hover go for the 260 because for the extra money the extra power is unbeatable
GTX250 is the better deal of the two you listed. I'd go for a Radeon 4870 myself, but if you're hellbent on getting a 1GB card for 129 or less and an Nvidia one, 250 is the best bet.
As far as i know, GTS 250 is a 9800gtx+, the choice is quite obvious.
GTS 250 has 55nm transistors against the 65nm from 9600GT, so, you have less power consumption.

Realistically, the difference in memory won't matter unless you plan to play games at 2560*1600, in which case you'll want to have a card with 1GB memory. However, for purposes of Dolphin anyways, 512MB of memory should be fine.
One thing though, until Issue 852(
http://code.google.com/p/dolphin-emu/iss...ail?id=852) gets solved, I'd stay away from ATI card for a bit.
So I guess you should go ahead and get the GTS 250 or a GTX 260 if you can.

The performance of a graphics card is NOT measured by it's memory.
The 4870 whips the GTX250's ass.

The 4870 scores 15% better overall than the GTX250 so for an extra measly $5, it's a much better purchase.
