MMU is a massive bottleneck, I don't think any CPU is capable of playing Call of Duty 2 : Big Red One at full speed.

I found a way to greatly improve the speed of Timesplitters 3
enable the "VBeam Speed Hack" and set the Framelimit to "Audio"
I was able to achieve 60 FPS

Yea I tried the "VBeam Speed Hack" and that made it pretty much 100% speed all the time (lowest it went was about 90%). The game suffered from micro-stuttering and audio stuttering but that may be because even with VBeam it doesn't run a solid 100% but a just barely 100%.
I tried Audio for the framelimit as well as per your settings but that degrades performance for me (lowest was about 80%).

I'm currently having problems with even running Timesplitters: Future Perfect. I've tried quite a few different sources for the file, and none of them seem to work for me. However, the same files have worked for a couple of friends of mine. I've been playing multiple games and they all work fine. I have no idea where to go.
how do i get the game to run when I disable MMU? whenever i try the game will give me a black screen and the only way i can get out is by ctrl alt del witch when done shows me a dolphin box saying backpatch-currently only supports reads and pressing ok then shows backpatch not through EAX. i have to terminate the emulator through task manager. using 4.0

You can't, this game requires MMU to run properly.

I assumed you disabled it.nevermind . even with v beam ticked i still got audio stutter and dips in my fps. changing graphic settings did not change it either but using 4.0 .2496 x64 i got major performance boost. no audio stutter and fps was alot higher then in 4.0 this was with IR 3x with 2xAA on open gl. I did not try out D3d since that backend seems to be alot slower for me.

I keep having really bad audio sutttering issues when trying to run this game. Does anyone know of a fix for this? I've tried the VBeam Speed Hack and messed with the audio settings and nothing seems to fix the issue.

It's due to your cpu, try the latest dev version and if that doesn't help nothing will. All mmu games are very demanding from the cpu to run. Here it runs fine with the latest dev but in your case my guess is you will still have speed issues.
I downloaded the last build (4474).
i select 50 or 60hz, i see the Free Radical animated logo then a picture during a few seconds with TimeSplitters and the game crash whatever i use OpenGL or DirectX.
Default settings and DSP LLE. MMU and VBeam are activated.
(TimeSplitters 2 run fine even with IRx4 @60 fps)
We broke MMU for right now; sorry about that.
