More seriously you should be able to reach 4.0GHz easily with that CPU

Not with stock cooler

Even though I can OC to a safe level I really would rather not have to buy a new cooler. Could I overclock to 3.4 or 3.6 or would that still require a new cooler?

Get a new cooler. It will be useful the day you'll decide to upgrade .
Moreover 3.4-3.6 won't be enough for most games (if you use LLE). It probably will for this game though

Mine's running fine at 3.4 with stock cooler (and undervolted with a horrible mobo :3), you could probably hit 3.6.
