Dolphin only supports the OpenVPN TAP adapter, so you can't use drivers from other vendors, such as those that come with virtual machine software. Your only options are to install Windows 7 or Linux so that you can have a working TAP driver for Dolphin to use. Aside from that, you just have to wait until OpenVPN releases an updated driver that works with Windows 10. You'd be better off just buying a Wii than doing that, though. (Linux is a better solution than Windows 7 at present, as even if you do use Windows 7, Dolphin's BBA emulation under Windows isn't very good right now, either, so PSO likes to crash a lot. There's a PR which seems to help with this, but it hasn't been merged yet.)

So, I think I'm experiencing a thing that no one else seems to have gotten. (Poked around and haven't seen it mentioned, anyways.) When fighting the Gol Dragon on the Spaceship in Episode 2, the game just sorta... Crashes. Music continues as normal, but the video and game itself are frozen. Happened in 2 out of 2 attempts thus far. Using all the recommended settings, playing offline, single player, no quests active or cheats of any sort. About as stock and vanilla as it gets. Played through Episode 1 multiple times (even did split-screen netplay with a friend) without the slightest issue. 'Is it just me that experiences this? Playing on the PSO+ version, though I doubt that makes any real difference.
Your dump is probably corrupt. Try dumping your disc again. The JP+ MD5 should be 23384e9d3dd6e28dba39231660d1fcad, and the US+ MD5 should be 36a7f90ad904975b745df9294a06baea.

Yeah, the MD5 matches. Redumped it though, and got the same results. Made a save state just outside the boss room to test, and it froze 4 more times before I was finally able to get through the fight on the 5th. Was just crashing at totally random times during it as well, sometimes midway through the fight, and one time it just did it the moment the fight started before the UI could even load. Nothing else out of place, either. The fight looks, sounds, and acts as it should. Dunno, guess it's just on my end though.
I've never had a crashing problem with Gol Dragon. Have you tried using a much older Dolphin revision to see if the bug only happens on current releases? If it happens on old ones as well, then it might be a problem with your GPU driver.

Kjolin

Haven't yet, currently using 4.0-6301 though. 'May try it out with 3.5 within a day or two. However, I just noticed something when reading the Dolphin wiki article. Someone else seemed to be having an issue specifically with the Gol Dragon as well, though when I killed him he was able to make a clone just fine. They were using Intel/NVIDIA bits as opposed to my AMDs, and my drivers are pretty much up to date and should be alright.

Edit: And there was another on the wiki article for the non-plus version mentioning some slowdown on Gol Dragon as well. Didn't seem to experience any slowdown, personally. Just a sudden full-stop, otherwise held at 60 FPS just fine. I mean, since I know that it's at least possible for me to get through the fight now, not too big of an issue for me personally anymore. But I figure it's all worth noting at least.
Well, frequent crashes would be a big problem if you tried to play online, since the game deletes all of your unequipped items whenever you fail to quit and save properly. Your tests don't mean a whole lot on 4.0-6301, though, since it's more than 2000 revisions out of date, and there may be a random bug in that version that doesn't exist in the current build. The newer development versions don't have extra slowdown at Gol Dragon anymore, but they do replicate the same slowdown that occurs on real hardware when he lands and causes the floor to rise.

I'm having a very hard time with Dolphin, PSO+ and New schthack server. I know win10 is out of question now and tried using Dolphin under vmware 12 (now it has opengl and direct 3D 10). Can't seem to find a way to connect it to the server tho...
Dolphin is a very demanding program, so you would get better performance if you dual booted with Linux instead of trying to run Dolphin in a VM. Even users with real hardware have trouble connecting to that server, so there might not be anything wrong on your end to explain why you can't connect.

Yeah... i'll try that or maybe wait for some new OpenVPN driver for win10. I wanted to play again with my GC chars but it seems impossible for me now if i can't get another drive to install linux
