Your CPU is more than 7 years old. Dolphin will never run in a satisfying way on that piece of crap.
Welllll, actually I have the same piece of crap running Xenoblade at fullspeed (at least the European 25FPS version)

Not without overclocking and using the unloved DX9/Ishiiruka build, though ^^

The game runs with no problems otherwise, I do have to overclock and am running the PAL version at 30FPS. So you all are certain its purely an issue with my hardware being out of date?
Well, yes. Dolphin needs a strong CPU (high clocks).
Have you tried the game without the 30FPS patch? Because at 30, I had slowdowns (especially annoying sound) in fights. At the original 25 FPS I don't have any slowdowns.
But you can post your graphics settings so we can check if something's wrong there.

So are you playing the patched 30 FPS but not getting 30 FPS in Dolphin? If you're not getting fullspeed, you'll get audio issues. Your hardware is pretty outdated (CPU and GPU) so this wouldn't surprise me if it were the case.

My mistake, I'm actually playing a NTSC version not PAL. I have my FPS capped at 30 and am using the Vbeam speed hack. Removing the speed hack and changing the FPS to 60 makes the game run laggy/slow for me.
Yeah, the VBeam Speed Hack will crap all over your audio quality. The best solution is to not use the hack and just set your FPS to Auto. This has always avoided audio issues for me and others. If you don't get fullspeed, again, that's due to your hardware.

The 'hacks' tab is actually the most important one. But if you haven't changed anything there it should be alright. If you can get your hands on the PAL version, that one might run at fullspeed (which is 25 FPS for that version); it does for me. Also I sent you something via PM that might help.
