More information guys. What garteal said is correct: set the internal resolution to any setting that is not Auto, and the effects show up correctly. And you get the OpenGL smoothness!

Unfortunately... degasus just broke it with a recent commit. He merged some bits in the videocommon between D3D11 and OpenGL, and brought a ton of D3D11 bugs into dolphin. Guess what carries over? STUTTERING. And it doesn't even fix the auto internal resolution issue. Bleh.

So to get the best of both worlds, effects and no stuttering, use OpenGL with a preset internal resolution (1x native, 2x native, etc) and a version of dolphin prior to 4.0-313. Hopefully he'll get this fixed.

Could you post your settings?

You will get audio issues if you can't stay at a stable 30FPS and it might also happen if you use the limit to 30FPS option since it won't keep the game synchronized by the audio but by FPS instead.

I didn't post it on the Google Issue tracker because the community reads the forums much more. I wanted to get a second confirmation on it and it looks like you managed to reproduce it on your end too. I'll keep it in mind though to post it on the issue tracker too.
It should work fine with the "Auto multiples of ..." option as I said before though. At least for me.
Here are my config as requested. Since my last post, I switched over to openGL and everything seems to be better soundwise.
Hi all, the wiki recommends patching the PAL version to run at 30fps... won't this have a performance hit since you're trying to get 30 frames vs 25? Is it really worth it? My machine is just able to keep a steady 25 FPS, wouldn't it be difficult to achieve the same at 30?
Technically, yes, trying to run the game at 30 FPS is more demanding than 25 FPS. You'll notice the same thing with normal 50 FPS PAL games 60 FPS PAL games when using the PAL60 option in Dolphin. However, depending on your machine, this might be an insignificant increase. If you're already getting drops and the FPS isn't rock-solid steady (e.g. dropping more than 3 frames at the worst, consistently), then you'll probably have trouble with 30 FPS. Though this is coming from an NTSC-U user, you might want to question if 30 FPS is worth it to you (regardless of performance). Some people claim the 5 extra frames helps, some don't. Try it and see if you like it.

The wiki does NOT recommend it. It simply lists the enhancement. Perhaps I should reword it to make that clearer...

DSP HLE instead of LLE. No need to use LLE for this game.

Set your AA to 4X or none if you're still having lag while running the game. You won't notice a huge difference between 4X and 8X really besides the performance getting quite a drop in intensive areas (Boss battles, etc).
Internal Res to 3x (Or alternatively Auto Size: Multiple) to fix a weird glitch that was mentioned by some others involving the fog during Monado scenes if you use Auto Size: Window.

VBeam Speed Hack might benefit you too, but test with it enabled and disabled to see any change in performance, otherwise you can just leave it as it is.

What speed is your CPU running at? You only mentioned you have an i5 3570, but never mentioned whether you OC'd it or not.

LLE is needed for the reverb effects.
I greatly doubt that. Please provide audio dumps from the latest Dolphin version that show this issue.
Anyone know how to walk quietly past sound type enemies with the keyboard?
