Nothing changed in properties and no cheats activated (not that xenoblade really needs cheats).

Graphics:
D3D9
Resolution i've tried from 2x native to 4x, as my gpu should be strong enough to handle it.
EFB copies to ram, fast though i have tried it at safe and no change outside of the texture pack not working.
Load custom textures.
All else unchanged from base.

Config and DSP:
Framelimit ihas been set to auto and audio, same effect.
HLE Dsound and Xaudio2, no change.
All else unchanged.
I'll test it without the textures enabled.

EDIT: i think i figured it out, the textures do seem to be involved, but openMP texture decoder seems to be the main issue, if it's disabled with custom textures enabled, it seems to freeze, which is strange as i didn't need it on the HLE hacked version, but it doesn't matter, i believe i figured it out, if i haven't i'll post again, thank you for your help!

EDIT 2:Nevermind, still freezes, i'll try disabling textures but otherwise, got any ideas?

It has nothing to do with custom textures, it freezes/crashes even without them, i'm going to try messing with the options to see if i can bug fix it.

Ok i'm completely at a loss here, i cannot for the life of me figure out what is causing the issues, could it be my graphics card drivers or the fact i'm running dolphin on an amd card now instead of a nvidia card like i was before?

It's not textures, it freezes/crashes at random points, with or without custom textures enabled, disabling fast depth calculation does nothing, and all other settings are unchanged from the original settings, i even updated to 1504 and i still get random crashes.

The only thing i can think of that could be causing it is something in the hle update, as it seems to be based at least partly on sound.
Okay. So. Trying to play this game again after a long time. Last time I used some hacked build which worked fine, video and audio.

Trying it now. Newest build possible as of this writing. Dolphin 3.5-1504, x64 version. Using DX9 for graphics, HLE - XAudio2. Sitting at title screen, reading at the bottom status bar that reads "JIT64 | DX9 | HLE | FPS:30 - VPS: 60 - 100%" with no change at all. It constantly reports that with no change in speed. I am still getting audio crackling at the title screen. What do?
^Do you have a dedicated sound card, did you make sure that you are using HLE instead of LLE?
Even with the new revisions, i still get a slight pop occasionally on the newer builds, the only thing i can think of that could cause it is my sound card.
the only method i could use to get 100% clear sound was to use the old HLE hacked version of dolphin.

Ok, after messing with it a little more, i believe it has to do with sound in some form, as i do not have this problem on the older revision as far as i can tell.
I have noticed that it "almost" happens occasionally when i use any move with impact, such as backslash or stream edge, basically when flashy particle effects come up, there will be a very short microfreeze and the sound skips for a second, caused by a severe drop in fps, though when it permanently freezes seems to be random.
I also tested the stable version of 3.5, and i ran through it from the second visit to tepra cave to the end of the spiral valley fights and it did not freeze once, so it must be something in a fairly recent revision.
Would anyone suggest i try 1144 and 1145 and see if they freeze?
Any other suggestions?

I can guarantee it is not my GPU and it is looking to be more and more unlikely to be hardware related.

You are not the only one having sound issues with the latest revisions. I too have them. In my case when I have the following options:
1) "DSP HLE Emulation(fast)"
2) "Accurate Vbeam Emulation"
3) FPS Limit set to 60
I get 30 fps 60 vps and 120% and the sound plays faster than normal(everything is fine in 3.5 stable).
The sound crackle is present in all audio backends.
For now keep using the stable release until there is a solution.
Actually for me, it's not sound issues that i have(outside of the small crackle here and there), it's freezing/crashing issues at random times, and it has to be in some of the revisions pre 1379 and all after it, as it works on 3.5 stable, i'm guessing it has to do with the HLE fix, though i also got crashes under LLE on newer revisions.

Strangly enough, it seems to either be only me, or a few people that have it, and the only thing that i can think of that would make my system any different than others is my dedicated sound card, and my habit to update drivers and programs when i can.

For anyone who has similar issues to mine, be sure your using the release drivers if your on an amd card, the beta drivers seemed to be behind at least some of the issue (speed is definitely increased in dolphin with 13.4 as compared to 13.6 beta2), i'm not sure that fixed it yet, but it's definitely more stable.

That is unfortunately true for all of us, the only build of dolphin that does not have that cracking is the old HLE hacked build that is linked in the OP, newer builds will have that slight crackling sound no matter what you do.
But see, the new AX HLE don't fix the Sound Crackling -.-.

No it doesn't, it was made to make this game and alot of other games playable with very few sound issues but it isn't perfect, the AX-HLE fixes the sound crashing/breaking in game, the sound was slightly clearer in pre AX-HLE builds, but it would start to loop and have errors after a short amount of time, for the time being there is no 100% way to have no sound issues outside of using the old xenoblade build.
Also, the small glitches are generally caused by specific sound effects, like tephra cave's water dripping sound effect.
You can also use LLE if your system can support it
