First I delete the cache on c:\Documents\Dolphin Emulator\Cache
and I run the game and doens't work the fps is actually 10~15...
so I downloaded the newer version and I did as you said in the post and I run the game in the new version of the emulator and this fps is worst than before. I do not know what is wrong because I played months and everything was normal.
PS 1: The game continues to open in documents and not in the user folder.

Hey, you meant the dolphin-emu continues to load the settings from document folder?
Probably forget to create empty
portable.txt file inside the new dolphin-emu folder..
after you run the new Dolphin.exe
User folder should created inside the master folder..
Can you provide some screenshots of your current dolphin-emu Graphic Configuration?

You can try some inaccurate emulator settings may improve your fps..
Check:
Skip EFB Access from CPU (Pular acesso EFB da CPU)
Check:
Immediately Present XFB (Apresentar XFB Imediatamente)
What's your CPU model?You can try Backend: OpenGL
try to disable Backend: Multi-threading [advanced tab]

That doesn't improve the performance, it just has the ability to reduce latency a little. It can also make the initial loading screen on Xenoblade Chronicles take an extremely long time to complete.

Are people able to run the 60 FPS Gecko hack successfully? When I try, the game essentially crashes before even starting up. I'm on macOS Mojave, with default settings. What could I be doing wrong?

Hey, I'm not really sure what's going on.. But Xenoblade has same results on Android when 60FPS Codes used..
Maybe (Vendor) Drivers fail to initialize proper the video Backend which breaks the game with 60FPS Code..
You trying to load the game with OpenGL Right?

If it works without the hack but doesn't work with the hack, it's unlikely that the ISO being corrupt is the problem. But have you checked that the region of the hack matches the region of the ISO?
