I think we can get a fairly good 60 fps hack now... Try this:
Using Ishiiruka's build
1. Right click game (xenoblade) -> properties. Set video rate hack to 2.00x
2. AR codes tab, add new code. Name: half speed. Code: 04CA54C0 3F000000. Save and don't forget to make sure it's checked/enabled before closing properties.
60fps, normal animation speed, normal movement speed, normal battle speed, normal audio speed. Double camera speed, but you can slow it down in the game options.
Could someone else give it a spin and report back?
Makes the game look and feel incredible, but I did find a few drawbacks.
- Affinity burst at the start or during a fight is 2x speed making it nearly impossible to hit.
- Menus are 2x speed, cursor effect is very fast as is scrolling around the map.
- Audio has noticeable popping sounds in the music even when holding 60 FPS. Can be somewhat mitigated with Audio Stretching.
- Character can still be moved around with nunchuk analog even with menus open (this is an odd one).
Gotta admit after playing it like this I don't know if I'll be able to go back to 30 FPS even with the above drawbacks.
Thanks, that's a much better list than mine. Seems like the most important bits are okay, but it'd be nice to figure out the remaining 2x speed issues.

Is there a way to revert the game back to 30 fps during cutscenes? after watching the cutscenes from the beginning I can see that the cutscenes does feel odd and not enjoyable like this, is like they are still running at 30 fps despite the game being rendered at 60 fps so the results are not pretty at all, the cutscenes is stuttering a lot like this and does not feel smooth, normally it would feel smooth at 30 fps.
I believe the cutscenes is locked at 30 fps even if the game is running at 60 fps, if the game can revert back to 30 fps during the cutscenes then this would be the perfect 60 fps code.

I really hope you can find a way to achieve this, I don't want to play this game at 30 fps anymore after experiencing it at 60 fps and the only thing stopping me in enjoying it fully is the issue with the cutscenes.
It's easy to disable it during cutscenes, but there's always a chance something else will become buggy (fps-related), so it just needs some testing to make sure it doesn't randomly drop to 30 fps at the wrong time.

We are getting there!, this code is a lot better, the game is reverting back to 30 fps during the cutscenes and this fixes that issue. There is one small inconvenience left.
I tested both codes, the above one and the one replacing "22664244 00000002 with 22571678 00000000" and both of them drop the fps below 60 at random times during the fight with Dunban and his gang in the beginning. Is like the game is trying to revert back to 30 fps randomly during that fight, I don't think I'm losing fps because my PC is weak or anything, I believe my PC is more than enough to achieve a solid 60 fps in this game.
The reason I don't think the issue is with my PC is because I tested both codes with no graphic pack and with 1x internal resolution and I still get the issue, another reason is because the game during that fight drop the fps from 60 fps to an exact 30 fps randomly and not lower, if the issue was with my PC then it would drop the fps below 30 but this is not happening, the game is trying to lock the fps to an exact 30 fps randomly in this intro fight, sometimes it doesn't happen and for this reason it gets to 40 or 45 but when it happens it gets an exact 30 fps. Would be nice if other peoples could test the codes on other parts of the game to see if this issue still happens.
I don't know if this inconvenience could get fixed with gecko codes but we are getting there!
Yeah, I had that problem too and it seemed like weird lag because none of the 30 fps code was getting triggered. I even tried it with forced 60 fps at all times. The problem could have to do with the Monado particle effects, as it seems worse when using Monado skills, but I don't have a save to test that with atm. Could also just be all the action in the background during that intro fight.
