I found out something... I didn't know of that because I had only one game. I tried another game and there is the same thing! So this problem is not linked to this particular game. Does anyone know why dolphin 5.0 behaves in such a way?
Have you tried resetting dolphin to default settings?
I even tried to reinstall dolphin... but if dolphin stores settings somewhere else... settings won't be reset. Is there a particular button to reset all settings to default? I didn't not find it.
I found out how to do that. Resetting did not help.

I notice this for years now too, hope some day it gets fixed
this level is impossible to finnish with 60fps code (Asteroid Coaster Act 2)
can someone test it ?(dont use boost)  30fps works fine :/  something is wrong with sonics momentum/speed with 60 fps code

I'll check later tonight and let you know if I can reproduce it. In the meantime, can you check if your game dump is good? Right click on the game in the Dolphin game list, go to Properties > Filesystem and right click on Partition 1, then check the Partition Integrity?

my game is fine
if you can test that part of the game/level ( part from my pic) dont use boost just run up (with 60 fps code ON )
I have reproduced the issue on my computer with the 60 fps code. I also tested it at 30 fps, and Sonic appears to stumble (but not stop) there as well, it could just be one of those things where it works at 30 fps but has issues at 60 fps.

But boosting gets you past it, and since the 60 fps patch is not how the game is meant to be operated, and it's not a game breaking issue, I don't think there's much that can be done.
On the wiki it suggests to disable the 60FPS code in order to complete the loop in Aquarium Park Act 1. It's actually quite easy to get passed this with 60FPS. Simply do nothing at the start of the level when Sonic Freefalls. Don't boost, don't touch the controls period when the level starts. Sonic will appear stuck in the loop, but will then make it through a second later allowing you to continue without any issues.
