Yeah, it's a rather demanding game. I mean, my PC is shitty, but most games actually play better than this one on it...
My PC ran Far Cry 3 in the Ultra settings. And someone with a PC from 2~3 years before my setup managed to run Mario Galaxy in HD and everything.
Yet I'm having issues running this game with more than 2x.

Is Colors really that demanding?
Because you mentioned a PC game, I'm going to chastise you real quick. Never, ever mention PC gaming in relation to emulation. It makes you look very, very stupid in the eyes of the people who know better.

Your computer should be powerful enough to run Super Mario Galaxy; if you're not having issues at 1x/1.5x IR but are at 2x IR, then I'd take a guess and say the GPU thread in this game gets pounded and I can't really tell you what to do.
I tested again and it doesn't looks like the slow downs get any worse when I go with 4x.

Whatever changed it wasn't on my end.

But yeah, there are slowdowns still.

I'm running the game at 40/45 fps with a AMD FX 6300 at 3.5 Ghz without overlock. The version that i'm using is the 3.5, configurate for a best performance.

The graphic configuration is setted to 1920 x 1080 (global resolution) and 3x for internal resolution.

If your global resolution is set to 1080p, shouldn't you be able to get away with 2.5x internal resolution? That's still a higher resolution than the window itself so you wouldn't really be sacrificing sharpness, and you'd probably get a speed boost out of it.
Im having a problem with this game with D3D I get 24 fps on busy areas and with OpenGL I get 30 fps (fullspeed) but the problem is that for some reason "Custom Projection Hack" is missing and I can't see the hud and menus. How do I fix this? Sorry for my bad english
You can't fix it; it's not really a projection hack but rather some kind of weird rounding error.

But in the past I use Custom Projection Hack to fix it and it was flawless
