You could try the "Vbeam trick" though to have better sound with LLE
Disable Idle Skipping + Check Accurate VBeam emulation (right click on your game -> properties)
Leave Idle Skipping enabled + Check Accurate VBeam emulation
I had forgotten the famous "VBeam trick". Yeah you can try that. However it doesn't work in every games and on every systems

But in Mario Galaxy 2, this trick should work fine. I can remember a thread in which this trick was found and explained ^^
If I had the money I'd risk OC my CPU. I have an AMD Phemon X4 955. It's stocked at 3.1ghz
Well, the Phenom II X4 won't be able to handle SMG2 @ fullspeed with LLE, even, when this CPU is overclocked. But overclocking would give you a good speed up though
Just make sure, to buy a decent aftermarket CPU cooler + the Arctic Cooling MX-4 thermal compound.

I agree,based on my latest testing, you have to be able to atleast keep VPS value at 100% gamespeed.
If you pc is so slow it cant do that,"vbeam trick" probably wont work
VPS is speed of jit or jitil recompiler. All "vbeam trick" does is make sure nothing is bottlenecking the jit or jitil,even LLE thread itself.
