I have this same issue both on xbox360 controller and keyboard. Also: I have this strange artifacts on screen:

Thoughts?
So I've never actually played more than 10 minutes of this game on my actual GCN or Wii, and I noticed that even though I'm running the game at full speed with perfect audio, the framerate seems to dip from 60 to 30 pretty often. Is that just how the game is? If I set the speed to Unlimited my framerate skyrockets so I don't think it's an issue with my PC.
The game does like to dip to 30 FPS on console a lot.
Metal Gear Solid: The Twin Snakes now runs flawlessly without shader stutter on the latest Ishiiruka build. Try it out!

what about the standard dev builds ?
Could be fixed on standard dev builds too. Not sure.

What exactly has changed about the latest Ishiiruka build?

I don't think there's anything particular.
Does anyone have solution to diagonal direction walking problem? (No, not that solution of mapping D-pad to Analog stick)
If I could find a solution for this problem, I could really enjoy this game.
I have a issue like this too.
I use Dolphin 4.0.2 and i use a PS3 controller with Bluetooth and the program: " MotioninJoy"
This work very well.
I recently want to play MGS twin snake and try some different setup and finaly i have test this:
Config -> General -> "JITIL experimental recompiler"
I don't know why, but with a perfect key mapping (tested on other game, no issue with the stick stuck in a direction when i launch one of the program or when i make the controller power On)
In MGS Twin Snake if i push a little the controller in any direction (half of the distance for the stick) then no issue.
But if i push the controller stick too far, for running in a direction, right is ok, left is ok, up is ok too ... but down , no...
that really weird, but if i push the controller stick to max down to run then the Character will run "up" and than take cover to wall.
if i stop pushing and try to go down from the wall then i stick again if i push the stcik to far down.
it is just impossible to run down with this option with a controller stick, but there is no issue at all with the Cross in any direction.
My issue was solved when i go back to "JIT Recompiler" instead of "JITIL experimental recompiler".
--------
I want to notice that i have the same issue as "Xi0n"
In the first min of the game, we take an elevator and are in an aera with snow. if i play with D3D11, the snow is pretty deep and we don't see many thing, there is too mush snow particules and we can see artifact like on Xi0n Screenshot.
That like Light Ray in a Prism, majority of white and other color in any direction, totally random and happen only when there is snow.
When i Switch Video to D3D9 or OpenGL, there isn't this issue anymore.
That Really Weird.
