Try the latest version of dolphin, if that doesn't fix it it may be the mayflash adapter, maybe there is a newer driver for it.
Also if possible try another game and see if it works there.

That fixed it, thank you. Is there a reason otherwise than that I might have had a habit of some sort?
The key that it was working in the air but not on the ground; for smashes on the ground Melee is more stringent about you pushing the stick all the way, in the air just a nudge is enough.

I've been going crazy with trying to get my dolphin to run super smash bros melee at a normal speed.
I am using lenovo y410p laptop and Dolphin 4.0-652 because I want to eventually be able to play online.
I followed the performance guide but that did not help at all.
When ever I try set the back end to direct3d and use my nvidia geforce gt 755m graphics card it give me a "faliure to enumerate outputs" error. When I have use the intel® hd graphics 4600 it runs at about 15 fps. When i have the backend set to opengl it also runs at extremely low fps.
Also, When ever dolphin has an error or I try to stop an emulation it will freeze the program and I will need to force it close through the task manager.

Don“t select the NVidia GPU through Dolphin. Force it on NVidia Control Panel instead.
Ok I used the NVidia control panel to force it to use the NVidia GPU which gave me better results. I had better gameplay, but it would still sometimes bounce around the 30-60 fps range. I also still need to use the task manager to close dolphin. Is there anything else I can do to speed up gameplay?

I'm having some issues with Melee. I finally got around to ripping my disc (verified with redump.org) and for some reason the intro music cuts off after just one second, and also once you go into the main menu, the music once again plays for one second and then stops. In addition to that, my main problem right now is when I try to go into a battle, the game freezes after you select your characters and press 'Start', and it leaves my controller rumbling forever. I'm currently in build 5476 and using the D3D renderer.

Try disabling Speed up disc transfer rate.
OMG, I forgot I had enabled that globally. That's totally what it was, nice catch. Thanks JosJuice!
