The game runs fine on default settings. If you're having issues, something's wrong with your setup.

I get this message when I click to open my Melee ROM (which works fine in the previous version of Dolphin). In fact all my GC ROMS gives me this message.

Change audio to HLE, Melee no longer needs LLE. Either way, that warning is not dangerous at all and is just a notification that the DSP LLE rom you're using is not official. Change to HLE, no problems.

Oh sweet, thanks for that! Last question. Gamepad setup...4.0 doesn't seem to be reading my controller (GC controller > USB adapter) yet it works fine in 3.0. Same thing with the memory card option. Any ideas? Can I load controller profiles and memory card configs that worked in 3.0 into 4.0? If so what directory do they go in so they will show up?
The controller profile format has changed between 3.0 and 4.0. Reconfiguring the controller is the easiest course of action.

I'm going to post in a different thread because this is not related to Melee anymore but 4.0 will not detect my controller yet 3.0 it works perfectly fine.

My rig (i5 3570k @ 4.5 GHZ w/ a GTX 780 Ti) doesn't have any weak points, so why I can't I get proper audio in this game? I've yet to take the effort to try another game. I've configured the audio in multiple ways but the audio is always a second or half second behind the video footage. Help please, this makes it unplayable for me.

And what's this talk about HLE audio? There's no option for that 4.0 or 3.5 that I both tried.

How do the latest revisions fare for you? The latest development revision is 4.0-571: https://dolphin-emu.org/download/dev/16824d5fd17b43b156706bf02a8063b389604766/

Also, have you tried switching between audio backends (DSound, XAudio2, and OpenAL)?

I did try all the backends and HLE, both LLE options (I wasn't attentive enough to see that the top option said HLE instead of LLE) prior to my first post. No matter what I do I end up with 60fps on average w/ .5 - 1 sec audio delay from my inputs I make in-game. I appreciate the help but so far no luck.
Out of curiosity, does the video appear to lag .5 - 1 second as well?

Dunno what to tell you; different OSes handle audio differently. The type of latency issue you have seems common on Windows, so maybe you should look into options with your soundcard or drivers.
