It's not only about fried equipment and fire fire safety but also about system stability. I think nobody wants a PC that gets random BSODs/kernel panics, reboots or
disappearing partitions on disks. Also PSU with unstable voltage can easily kill HDD in a year or less.
For 700+W PSUs - you need those only if you have plans to build a system with two or more top video cards and more than 6 HDDs.
