Well, guess it can't be fixed.
Those BackPatch issues are annoying... Did your friend try to redump his game?
This is not a dump issue, it is a valid Dolphin bug.
And can this bug be fixed?
Nintendo_nerd, tell your friend to disable Dual Core in the configuration window.
It's a temporary workaround until one of the devs fix the issue.
Keep in mind that this will reduce his performance quite a bit.

He could also go back to stable 3.0, which should play the game flawlessly from begin to end.

It seems like there's some synchronization issues between the GPU and CPU when you try to use JITIL to play the game.
Booting up works fine, but getting in-game gives an error message like I mentioned above.
People getting crashes in Flanoir, could you try using this build: http://dl.dolphin-emu.org/wips/delroth-dolphin-master-3.5-135%2b-x64.7z

If my understanding of the bug is correct, it should fix these crashes.

I try all I can, but still have problems with the music of ToS. I read a lot in the forum and try all I see can help, the last thing I do is use this new-ax-hle branch, the game sounds good, loses some notes and "pop" sometimes but that's not matter, and the voice sometimes stops Sad , also the game stop when i go to the field and press Z for a dialogue of the characters.

Yesterday, i found this guy who can play perfect the game, and the only person i see playing ToS with no problem: http://www.youtube.com/watch?v=7kUblwtzmoI

He played on Dolphin emulator (v3.0-755), and this guy only uses the DSP LLE. When I put DSP LLE the Dolphin say:

Failed to load DSP ROM: H:\Dolphin/User/GC/dsp_rom.bin
This file is required to use DSP LLE.
I is not incluses with Dolphin as it contains copyrighted data.
Use DSPSpy to dump the file from your physical console.
You may use the DSP HLE engine which does not require ROM dumps.
(Choose it from the "Audio" tab of the configuration dialog.)

I try old versions of Dolphin, but i can't put the DSP LLE. I search in the forum and found: [Howto] Getting DSP dumps (required for DSP-LLE), but this not work for me because i don't have a Wii, and ToS don't uses the Zelda ucode.

I can play with the bad sound, but i feel the possibility of repair it, and the curiosity of how the guy of the video can play it well, and the rest have high problems for do it.

Very peculiar indeed, didn't think this issue was that serious, but I guess it is. Anyway, I sent Delroth's test build to my brother and I'm sure I'll hear back from him soon. Thanks for your help! It's very much appreciated!

As for disabling Dual Core, I can suggest that as well as using the older Dolphin 3.0, that is, should delroth's build not work, but judging from these posts and the ones on the Google Code page, it looks like he found the problem, which is related to a conflict when the JIT core executes a loop.
Send him the latest master build instead - it contains a better fix for that issue.
