I get random stutters on overworld and sometimes battles.
Could be my PC though.
I'd also like to point out that movement speed in this game is solely based on input, and has no hard cap.
There needs to be some way to correctly calibrate the range of values sent to the game based on your controller.
I use a GC controller with a USB adapter. Originally my walk speed was much too fast, but after calibration I now find it to be too slow.
I'm not sure what would be required to properly set this up if it's game-specific but it needs to be done if emulated ToS footage is ever to be taken seriously.

I did not have that problem when I played.
Is it exclusive to DX11? I played on Linux and everything was fine.
I did move the save to play on Windows 10 later on and still things worked out ok.

I believe it is, but I guess I should do some experiments to reproduce it consistently.
It was recently happening to me more often than not, but I have gotten past it before.
Generally speaking though I get better performance with dual core off, otherwise I get a lot of strange issues, most noticeable in strange audio clipping.
Those audio problems had been occurring in Melee and Freakstyle aswell though.

I would recommend trying the latest version of dolphin first and see if it has the same problem.

Thanks for reply. I did it and now the game doesn't even start and FPS is not showing. I'm using the french PAL version, maybe is it because of that ?
It's likely that the French PAL version requires a different code than the English PAL version.

I tried with the English PAL version and got the same issue
Game doesn't start, black screen, not showing fps, with latest Dolphin (5.0-10910). Also Games start normally if I don't put Gecko cheat on.
