No, all Tales games so far have been dubbed and released without JP voice (and sometimes with a different opening song). That's because of licensing issues, as far as I know.
Tales of Symphonia Chronicles on the PS3 is the first Tales games that will have both US and JP voices on disc.
Unfortunately I don't know of any undubbed patch for Tales of Symphonia, only illegal undubbed ISOs.

I am using version 4.0.2, and when Im in flanoir it slows down drastically, its not unplayable...but its annoying. Any ideas on how to fix?
There is no fix, it's just hard to optimize for this specific case in Dolphin.
