Yes 4.5GHz is enough for most games. But you have to know that SMG 1/2 + LLE are two of the most demanding games. Speed drops are possible even with your CPU
SMG won't run @ fullspeed all the time. Some areas are more demanding than others.
LordVador and DefenderX,either you are spreading misinformation,or these slow areas where speed drops happen are late in the game.
Becouse slowest speed I saw so far on my i5 2400 is 59 fps,which is 1 fps short of fullspeed.
And that is before 3.0-787 version,and newest nvidia drivers.
Now I am sure even older cpus then sandy bridge can run this game at full speed without "speed drops"
With LLE of course

Usually,I get 100 fps now with hle and 80-90 fps with LLE with latest drivers and 3.0-787 revision Smile

How to explain his "lags" then?

Settings,either dolphin's or video card drivers.
Or he doesnt have his system properly setup.

When dolphin is downloaded,leave everything at default and change only this:
Enable LLE and LLE on thread
Enable vbeam in game properties
Increase IR to 2x or 3x depending on which gpu is beeing used.

Hmm, perhaps I should mention this. I've found that LLE on SMG2 runs pretty fast with the framelimit turned off. Turning it back on to 60, Auto, or Audio let's me get fullspeed still, but it's not consistent, e.g. there are FPS dips in the mid-50s, when normally I'd be getting 70+ FPS on average when framelimiting is disabled. Since the audio doesn't stutter (thanks to the VBeam trick) the lag isn't noticable all that much. Most people don't play with framelimiting off, so playing SMG2 "normally" I haven't been able to get consistent fullspeed on newer revs (3.0 is another story though).
