Greetings, i'm looking to find out if i need to upgrade my system specs because dolphin runs ridiculously slow for me and I've configured all i can in dolphin itself and nothing seems so speed it up.

I can run cutscenes at full speed 60 fps but as soon as their over it will drop to around 10 which i expected. I'm thinking its either my RAM or video card but im not sure on either and if that's the case i am looking to upgrade them but i want to be sure first before i shell out money for something that is not going to change anything

Yes. Your cpu and gpu are both subpar.
