Now remember, heat WILL be a bit of an issue.
But it should still fit the 650.

Without the blu-ray drive, I'd recommend:

It would be less of an issue by far, but you pay more, especially considering that you have to purchase a PSU with it.

What I meant by that is that you want to have a fan or something blowing on it. I.E: an external cooling source or well ventilated area.

noticed the gtx 650 requires a psu 400w or higher

Yes, the one in the Rosewill case would be pushing things a bit.

If that makes you uncomfortable, try a 7750.

Not unless you had a 100w or higher quad core.
(Like a Phenom 2 or I5.)

Keep in mind that when I say high temps, I mean "should not exceed 60 degrees celsius".

i don't particularly care for mini hdmi. i'm also curious, do gfx cards with hdmi on them carry sound?

also, i like this card for it's ports and low power usage
