Did find a Dolphin 3.0... tried it and SAB:2 is still doing the same as last time.
Well, judging from the video, your audio is running fine, but it's not synced up with the video. Either Dolphin's emulated CPU thread is slowing down, or the emulated GPU thread is slowing down. You should be getting decent speeds right there (I've gotten away with far less in terms of hardware power). The GTX 6XX cards are well known to have issues leaving their idle states when playing Dolphin (so GPU usage remains low, even when you need it). There's a proper way to do this (via Nvidia's control panel, or sth like that) but a quick and dirty way would be to purposely increase settings that require GPU power, e.g. setting Texture Cache Accuracy all the way to Safe. There was talk about that issue
in this thread.

If he want the audio to sync correctly , his CPU must be powerful enough to keep up
Apparently , his CPU clock speed is too slow for dolphin

But he isn't playing Arc Rise Fantasia; that's a different game with different hardware demands. And like I said, I've gotten better speed on the intro for SA2:B with hardware weaker than his setup on 3.0. A better CPU would definitely help if the OP wants to run Dolphin for different games, but for SA2:B on 3.0, it should not be going that slow.
