So I downloaded Dolphin Emulator and I had 2 games so I tried using them. (Sonic Adventure 2 Battle / Super Mario Sunshine). The game either runs too fast or just too slow, really hard to tell. The game seems to go slow when playing and lags at some points during the game.
Is it my computer or is it the settings on the Emulator?
My PC Specs are:
Windows 7 64-Bit
Intel Core 2 Quad CPU Q8200 @ 2.33 GHz 2.34 GHz
8GB Ram
NVIDIA GeForce GT 620
Thanks for the help.

Post your settings. Click the Config button and look at the General and Audio tabs. Click on the Graphics button and look at the General, Enhancements, and Hacks tabs. These are the most common settings we need to know; post them here, preferably as screenshots.
When your games go too slow, this is likely a hardware issue, where the game temporarily becomes more demanding than what your system can handle. The bottleneck for your system is your CPU; it won't get you very far in Dolphin. You should use the official 3.0 Dolphin release (3.0 with no additional numbers). It might run better than the newer Dolphin rev you're currently using. Aside from that, overclock or upgrade.
Now, as for your games going to fast, change Framelimit from Auto to Audio. Failing that, try setting it to a concrete number. SA2:B runs 60 and 50 FPS for NTSC and PAL, respectively. SMS run 30 FPS and 25, again for NTSC and PAL. Other than that, your settings look fine.

Did you see the video? Forum is updating slowly
Yeah, I saw it. I definitely think Audio throttling would help in your case (at least for when the games run too fast). Have you tried 3.0 yet? Audio throttling is in Audio tab when you press the DSP button (newer revisions moved it the Framelimit.)

I do see the website, I do not see a 3.0 without any addition numbers.
