AFAI understand Nintendo is trying to keep what they can running at 1080p (talking about first parties), eventually they will probably want more graphics in new games so they'll just lower the res.

Ninja Gaiden and ZombiU *seemed* 1080, Assassin's Creed I'm not sure as it was night in the game and it was pretty dark, plus it was raining, and I'm not super good at telling resolutions

Fun fact, games like CoD go as far down as 600p in order to achieve 60fps.

Where have you been? Most xbox360 and PS3 games are rendered at somewhere between 600p and 720p. Very few games are rendered at a resolution outside of that range on either console. There are a few games that render in the 550-600p range and a few that render in the 720-1080 range.

Well somewhere down the line someone's implemented some pretty good upscaling algorithms.
