I can only play SMG with 1x IR, not even 1.5x IR and not even 4x AA

Okay. Care to explain what happens when you try to set it any higher? Crashing? Black screens? Slow speeds?
Generic advice: make sure your drivers are up to date, make sure that your GPU isn't idling when playing Dolphin, and make sure the correct GPU is shown in your graphic settings.
IR set to 1x.
Slow speeds dramastically.
CPU isn't idle nor GPU.
This is what happens while I'm playing (note all of a sudden I could play at 2x IR after formatting my PC last night).

Only happens in that map when I'm underwater.
no i play normally, when i got to that world and I went underwater this message started to appear every 3 seconds, Dolphin doesn't crashes but freezes until I close these message boxes.
You can suppress earnings under Config > 2nd tab, but that doesn't solve the h dwelling problem it just hides the messages so you can keep playin.
the game freezes every 3 seconds fps drops to 10 when warning messages should appear when disabling this option.
Did you try to redump your game?
Have you made sure the integrated graphics are off?
Make sure your GPU is leaving idle state.
