Technically it's not a video card.

You have an Intel 950 GMA IGP. It only supports shader model 2.0 (and even its support for that is sketchy at best).

In older versions of dolphin the d3d9 backend only requires shader model 2.0 support (but will run with severe issues on SM 2.0 hardware). In newer versions of dolphin the d3d9 backend requires support for shader model 3.0 to run.

It's not a "card" . IntelĀ® 82945G Express Chipset Family
It's onboard GPU which is placed on the motherboard , a crappy one actually . Dolphin cut off support for it
We do not recommend user to run dolphin from integrated/onboard GPU , you must buy a decent video card / graphic card
Edit : @NaturalViolence beat me to it
Friend, is there another way to make it work? some performance advise? any program to emulate pixel shader 3.0?

i really want to use Direct3D 11 because when i just run a game with the direct3D 11 plugin it just Crash and it closes Dolphin :'(

You have three options:
1. Upgrade your computer with some decent hardware.
2. Use old revisions of dolphin
3. Use the software renderer as your video backend, which will be painfully slow

Well you need a GPU that supports d3d11 to be able to use d3d11. There is nothing we can do about that.
There's no way around getting better hardware. It's as simple as that.

EDIT: Ninjas, everywhere.

Hardware is not the same as software
Your onboard GPu does not support pixel shader 3.0 and directx 11 . You can install directx 11 but it doesn't mean you can use it
I will repeat it again

But the problem is ... Your PC is too old . Not sure the power supply is powerful enough to store a video card
how can i use the software renderer as video backend? Big Grin [/align]hahaha

Just change your video backend from d3d9 to software renderer.
I like the way you tell him to use that as if it's going to help him in some way. Anyway, this is all pointless.
