It isn't an issue. Your CPU is just too weak to get more. Don't expect more than 60-70% speed

But the speed inside the house is ok, that's what i find it weird, when i play inside the house the speed is 100% , its when i go outside that it becomes 56%-65%
Thats how gaming and emulation works, different areas will need different resources, so some places will be slower than others.

"Outside parts" are logically more demanding than "Inside parts"

So it is play it slow or not play it at all for me...... yay~ thanks
can't i do anything to improve this? i mean turning off something, activating something so it can go a little faster at least?
Weird , i'm getting 23 FPS (more than 70%) when i go outside
His CPU should do better than that unless :
_CPU overheating -> Turbo boost is disabled
_Dolphin used Intel HD 3000 , not the dedicated GPU - Nvidia GT 540M
Edit : Tested on Dolphin 3.0 - 763
Btw , Toshiba Qosmio is gaming laptop / desktop replacement . Toshiba Satellite is multimedia laptop
You can try using the official Dolphin 3.0 release (that's just 3.0 with no additional numbers) and use these speed settings. Other than that, you'll probably need better hardware or figure out what's holding your current hardware back (overheating/using an IGP like admin89 suggested).
I post some screenshots as proof

With 2 cores whereas he got 50% with 4 cores. Locking threads to cores should help
