Yeah but it's a PC game. You can't compare PC games to emulated games.
Moreover Monster Hunter Tri is a very demanding game. You'll need a better CPU to run it fine. Same thing if you plan to play other demanding games such as SMG, MP etc

I was referring to his "cant run pc games properly" comment. I understand that PCs and consoles are built for different purposes, and that an emulator will bog down on any PC for those reasons.
Seeing as how Dolphin uses about 507k K of memory to run by itself, it's understandable that it's not going to be running at 60 fps any time soon. I'm just looking for at least 30 fps if possible, with dips to 22 in populated areas at most.
Emphasis on "if possible".
Depending on the game, 30 FPS is either full speed or half speed. If you are looking for full speed, almost definitely not on Monster Hunter Tri. If you want half speed, maybe, but it won't be enjoyable at all. I think this game is a 30 FPS game so you won't get 30. You will get what you said earlier: 22-26 tops.
Bottom line, that processor is old and slow. If you're able to play PC games well, do that instead. This kind of emulation is not for that processor.
