He wrote that he had unrar'ed his games. For my mind i would say the games are downloaded - Dumpted games are not in this format...

They are not but he may have decided to zip his dumps to reduce their size

Or just as likely, OP may have had a friend dump on their behalf, and the file was returned as a RAR. Some people don't want to soft-mod their Wii or mess around with RawDump and buying drives from eBay. The point still stands, if the OP doesn't say a word about downloading, we don't assume anything; many times before this has led to false accusations. Unless the OP specifically says the file was downloaded, or does something else to prove it (e.g. screenshots of the file name that matches known torrents, it's happened before) no one gets banned, and no one gets called a pirate.
No matter go incredibly obvious it looks to you don't accuse people of piracy. I did so, and though I was correct, I got a 20% warinf level from it. Tread lightly.
Only point it out of people admit it.

Erm, you shouldn't take that "if someone doesn't say he downloaded stuff he's fine" too literally. It was bscly just a phrase to illustrate the rule against idiotic behavior of people writing crap like "hahah pirate ban!!!11". Obvious cases deserve to be banned, but we still neither want people to drive threads off-topic (report stuff instead, and without commenting ffs!) nor to have any other weird accusations.
