Listen,simply there is no way to get what you want with only $600 when buying laptops.
Neither dolphin nor pc games will perform the way you want.
However,if buying desktop,then $600 would be enough,simply because desktops are cheaper then laptops.
If you want mobility,then you will need to pay atleast $800 if not more.
And this is if you live in USA,in other parts of the word prices are even higher.

Yup, understood, I'll just settle with what I can get with the resources that I have to spare.
