They can provide a very small speed up in specific cases (barely noticeable). Not enough to talk about, but hey it's worth a shot.

AFAIK Dolphin only goes up to SSE2 (which is why it's required to run it). Does it support SSE4.2?
Yes, and it's enabled by default.

I think he's talking about the IMS instruction, which stands for Icc Magic Speedup. Unfortunately it doesn't work quite well and just maps to a NOP on current-gen CPUs.
