Ok so when I do netplay it desyncs all the time. The game is smash bros melee. I am running on version 3.0 766 dirty. I am using the default settings but without audio and dual core on. I am wondering if there is better version of dolphin for netplay. Or if dual core is the problem. Note that it was desyncing when dual core is off.
3.0 is recommended. Can both computers run the game fullspeed?

Yes.
Try with 3.0 (no numbers after it) to see what happens.

I was testing my server with two clients on the same PC. And it still managed to desync. The netplay should resync with the host every now and again. Or the host gives the other PCs what is on his screen. And all the other PCs do is send the control buttons.
It's not just the connection speed that affects desyncing with Netplay. There was a
detailed discussion about it some time ago with the devs, specifically as it relates to the controller input Dolphin sends over the network. Might not help you at all, but you'll at least understand your situation better.
A quick way to fix the desync bug in smash bros is to get rid of items. This worked for me.
