It was a whole lot slower on the first save, about 85%. I was in the middle of installing Adobe Reader though.
Then retry it. Obviously nothing should be going on in the background when you're doing a benchmark.
Custom Build
OS: Windows 8 Pro
CPU: Intel Core-i5 650 @ 3.3GHz
GPU: ASUS GeForce GTX 660 2GB DirectCU II OC
RAM: Samsung DDR3-1333 8GB

FPS/VPS/Speed
1: 51/102/170%
2: 42/84/140%
3: 60/120/200%

I started sailing around and stuff with the first save with efb to ram and it was staying at around 95%. The menus were over 300% but could drop to 150%.

I redone them all with updated drivers and without the boat as you said.

I did it again. This time I overclocked my sandy to 5.3Ghz. Here are the results:

Nope. Just a very good air cooling (thermalright 120 Mux with push/pull fan system) inside an Antec Eleven Hundred caseBig Grin .

Let me post here my results.

OS Win 7 x64 sp1
CPU i7-920 3.8GHz overclocked. Oldy but still not bad today i think Smile. Can run 4.2GHz but not 100% stable.
GPU AMD HD7970
RAM 12GB 1600MHz

All settings didn't changed.
NTSC.

Actually, there are noticeable fps fluctuations in saves 1 and 3, depends on appearance of the ship in scene.
Save 1 ~72-80fps
Save 3 ~84-98fps

dammmhn that 5.3ghz sandy basically matched my 3570k blow for blow (and runs same speed ram as i do). cept it was faster in first save.

sadly i think i damaged my ram after uploading those Overclocked memory scores.

thing isnt stable at 5ghz anymore. mmm
