I don't have other games right now. I tested Twilight princess once, and run very decently, although not 100% smooth. But still, much better that windwaker.
Yes I've tried with framelimit in auto and off. Same result
If you aren't using LLE, then that's as fast as it will get. Youll either have to overclock you CPU or deal with the game speed as it is.
What do you get in Twilight Princess for FPS? It should be much slower than 30 FPS with that CPU.
After a few minutes into wind waker, run CPU-z and see what your clock rate is sitting at.
Also, go go power settings and turn on the high performance plan.
