Are you sure you were using the latest hashless? I know some older ones had problems like that.

Maybe an overheating issue? Check your temps with CoreTemp. The Last Story is, as i said, a very heavy game.
I'm using a Desktop. Also there's barely any heat on my PC. Hell, using PS2 emulators had higher temp than Dolphin. I'm just thinking that Dolphin seems to haven't been optimized for this game. Maybe future releases could make full use of a PC's resources. It's playable, just that sometimes I'll have to play at 60-75% speed. I thought Wii is easier to emulate than the PS2.

That's because the PS2 has more cores so the emulator uses more cores/has more threads. (before you ask, no Dolphin can't use more cores than 2/3).

That is simply not the case. Dolphin is not optimized for a specific game; it is optimized for a system on which the games are played. Dolphin can't use "more resources" for 2 reasons:
1) The Wii only has so many cores, so Dolphin can only use so many cores.
2) How can it use more resources if, as is the case with The Last Story, your CPU is already maxed out?

Umm, what? In some cases yes, others no. The PS2 uses a lot of different cores and processors to do things, so a 4/8-core computer can run it very well. The PS2 also has a lower-speed processor per core than the Wii. So basically a 4/8-core processor (which tends to have a lower clock speed than a dual-core) would be more suited to the PS2, while the opposite is true for the Wii.

My CPU is only using 45%, so I don't think it maxed out my CPU usage.

If you are using task manager for that stat than it will confuse you. Task manager says that it is using only 45% because your CPU has four virtual cores and only 2 are really being used. One core is probably at 100% while the other is at 80%, which is pretty much maxed out. Use Coretemp ore CPU-Z to see for yourself (I don't remember if Realtemp can do this).
So there's no other way to speed it up other than to upgrade my CPU?
Nope.avi unless you overclock your CPU (Asrock Z77 MoBo needed)
Last question (enjoying the game a lot currently but...) Why are the textures so bad? Especially the clothes. Even PS2 games had better texture than that when emulated. Or maybe TLS had bad textures even on the Wii?
