Let me clarify, when it is in dual core mode, does it use 2 PHYSICAL cores (4 logical threads 4x1.6) or 1 core (2 logical threads 2x1.6)?
It can use 1 core or two,its random. That why I think you should disable hyperthreading in bios. It can slow down things if instead of actually using 2 cores ( or even 3 with lle on thread ) dolphin only uses 1 core or 2.

That's strange I just verified these settings again by enabling 9xSSAA and game run at 20-25 fps and no sound stuttering..
Like I said,try disabling hyperthreading it may cause problems

I cant disable hyperthreading or anything like that, I have a laptop, so my BIOS is LOCKED.

Doesn't the i7 disable logical cores in order to boost other logical cores? and turns out it can turbo up to 2.80 GHz, not 2.4, HOWEVER, it does still not turbo when using dolphin, it is at 2.4GHz when I do several things at once, but once I start using dolphin it drops to 1.6, why does that happen? Isn't Dolphin more resource craving than my browser?

If you bios is locked you can try changing cpu affinity. Press ctr+alt+del while dolphin is running then start task manager find dolphin right click on it choose "set affinity" and then only choose each second option ( skip one cpu ). For example you can choose only add or even numbers.
That way second logical thread of the same cpu will not be used.
I am not sure if all this will help and if hyperthreading is actually causing issues in dolphin.

Actually, the i7 will disable physical cores to perform turbo boosting, but since every physical core provides 2 logical cores, some of the logical cores get disabled as well.
Have you enabled "Lock Threads to Cores"? Some people with hyperthreading have noticed that this helps, and it may be able to force you CPU to enter Turbo Boost. At least it's one more thing to try.

If I pause Dolphin and minimize it, it refuses to continue to render video :-(
On my laptop I did this:
Run Dolphin (you don't need to go in game), and open task manager.
Right click on Dolphin in the applications tab and select go to process.
Right click the process and select Set Affinity...
Choose cores 0, 2, and 4.

Yep, thankfully it's much better on the new website.
While it's not ready yet for release, it's pretty much functional, so you can use this page to download either stable, or development builds.
With idle skipping disabled, no matter how bad your performance gets, it shouldn't stutter.
You should try the same battle with 3.0 and see if it works correctly there without disabling idle skipping.
But you should probably disable it anyway, to have the music play properly.
I swapped to 3.0, thinking I had nothing to lose, turns out I had something to lose.... (Love my habit of making backups of everything that works before changing anything)
When I used 3.0 Stable build for Windows 64-bit it suddenly refused to accept any kind of keyboard input as a controller button in-game, I could still set the controls through GCPad but they did not work in-game. Sound still stuttering and i7 still not turboing....
