I'm gonna have to forget about getting a new PC. I'm on a $700 budget, and there is no way I can get a Dolphin-ready PC for that price or less.

Windows 7 costs less than it does to pay someone tyo build your PC for you. Sometimes threads dissolve into 'Windows should be free, and $x is way more than I want to pay', so look at a price before deciding something can be afforded or not.
If you live near a Microcenter, do this:

i5 3570K - $189
ASRock Z77 Pro3 (if you don't plan on using this for crossfire/sli!) - $45
if you want crossfire/sli, go with ASRock Z77 Extreme4 - $95
8 GB RAM - around $50-60
nVidia GeForce GTX 550 Ti (EVGA overclocked) - around $135
whatever DVD drive, HDD/SDD, and case you want
500 watt PSU

My case was a Raidmax and came with a very good RAIDMAX PSU for $79 at Fry's


EDIT: Windows 7 OEM 64 bit is $100
The total for that would be less than $700, even with the DVD/HDD/case/PSU.

Of course, you'd have to assemble it yourself, but its not that hard; just read the manuals.
Windows 7 costs $99 from newegg, although you could always use the OS licence from your 'what I was working with' laptop.

The Z77 Pro3 MB is $50 more expensive than that, and the rebates on most of the things on sale are set to end before I'm ready to buy - I won't actually have the money for this until the end of September.
If you buy the 3570K at micro center you get $50 off the mobo. That's why I said at the top that if you live next to a Microcenter.

Oh. Well, the nearest Micro Center to me is in Westbury, NY - about a 30-minute drive from where I live.
