No. It would be nearly impossible with that laptop to achieve full speed on anything in Dolphin that I know of.

Your CPU and GPU are both too weak.

your graphics card would probs of been enough to run graphic settings at minimum but your CPU is only a single core. zelda wind waker might run but you most likely wouldn't get anything near 60FPS for it.

Wind Waker is a 30 fps game (not that that matters to him since he still won't be able to get anywhere near 30 fps on that system).
