Find a reputable supplier. Look at their z77 boards. Look at specs and reviews of their cheapest. If it isn't good enough, do the same with the next most cheapest. Keep doing this until a good enough one is found.

ASRock is pretty good too. I got a dirt cheap mobo from them for $95 ($45 after some savings). Granted, I won't be able to fully use the capabilities of multiple GPU's, but I don't play enough PC games to care that much about graphics.
It's called the ASRock Z77 Pro3. A better one that supports two GPU's at their full capacity is the ASRock Z77 Extreme4, which costs $135.
My i5 3570K is currently at 4.4 GHz, though I'm sure I could push it higher if I wanted to.
Your cooler will ultimately be much more important than your mobo if you buy either an ASRock mobo or one of the one's DefenderX mentioned.

Absolutely. It is the last thing I'm hesitating on for my future build. Which cooling system do you think of?

If you have 60€, go for a Noctua air cooler
If you have 35€, go for the Thermalright HR-02 Macho Rev.A

I would go for water cooling. It seems to be the best choice of course
