I would go with the i5 2400.

PCSX2 does gain a very significant performance boost from quad core cpus.
Dolphins LLE on thread option significantly reduces the performance hit of LLE audio emulation if you have 3+ cores.
And both emulators gain a minor speed boost from a quad core cpu even if you run them in dual core mode.
Plus the i5 2400 is clocked higher at stock and with turbo boost will go even higher when only 1 or 2 cores are active.

Besides, any games that the G860 has trouble with, the I5 2400 will as well. (I own an I5 2300, So I'd know.)

What ? No.
g860 is dual core,i5 2400 is quadcore.
If we are talking about pc games,a lot of them are using more then 2 cores these days.
You can see as much as 50% improvement on i5 vs i3 not to mention pentium g which is even more cripled.
If we are talking about dolphin, you do know 3 cores are required for lle to run properly dont you ? People are having problems even when running lle on 3 cores and you want to run lle on 2 cores ?
I know, I'm just trying to make this easy...
If he can afford the extra money for an I5, then by all means, go for it.
Most games run decently with HLE, anyway.
so if i get the i5 2400, it would run smoother? because its about a 100 dollar difference, which isnt all that bad. plus would turbo boost help me out with the i5?

In PCSX2 and a few of the more demanding games in Dolphin.
(Most notably Xenoblade and Zelda Skyward sword/ Twilight Princess.)
In about 60% of the games, they would run fullspeed either way.
You decide.
Either one is a good purchase.
But, if you have the money for the I5, go for it.
well could i use linux for i5 2400? if i could that could save me 100 bucks.

Yes...
But, Dolphin is a good bit slower under OpenGl. (Which Linux uses.)
(But should still be much faster than the Celeron.)
well i could always just upgrade later to 7 premium right?
