In your case it's both, but mostly CPU. My wife got a laptop w/ Core2Duo T6600 2.2GHz and SRZG runs about the same speed as your laptop. My machine runs this game at 100% all the time with 8xAA 3xIR, 16xAF both even at stock clock (3.2GHz)
For video card yeah, you don't need super-duper video card, even budget ones like GT440 run most games fine with 2x IR, 2xAA and 16xAF. 550Ti will do just fine.

For CPU yeah i5-3570k is the best, if you have to stick with AMD (like me, because i was unable to find a good workstation motherboard with enough PCI and PCIe slots for intel and also didn't want to recompile truckload of software then it's better be the top Phenom II BE)
And it will be better to get a desktop for Dolphin.

you won't regret your choice, a desktop is the best choice if you want to play with Dolphin Smile
Well, in the meantime I'm still trying to run this game on Dolphin on my laptop! Yes, I'm stubborn as hell.
Anyways, I'm using revision 7426 and with a few tweaks I got the game to run 80-90% (IMO, playable enough!)\
80-90% speed with a Wii game on a laptop and crappy specs with IGP... Not bad.

I couldn't get SRZG on Dolphin3 run constantly... but on r7426 it runs a LOT better.
If somebody could guide me a little bit on this I might keep trying different revisions, I may possibly get 100% speed. I got it to run between 80-90 on average so I think 100% is possible.

What are the main differences between the older and the newer revisions of Dolphin?
Older revisions: Faster, but less accurate and less stable
Newer revisions: Slower, but more accurate, more stable and more compatible.
