well is there a way to make a game loader with out having to use cIOS and if so how would you do that?
Nope, a cIOS is required to use an USB Loader

Some games will load if you go to config/paths/add default ISO (the game region must match your system menu region). Wait for the disc channel to recognize your game file and try to launch it. If a game doesn't launch, it's known and expected.

i tried the suggested way of loading games and they would not load it would act as if it would start but then get stuck at a blank black screen , i tried this with several games including MW3 and Twilight Princess
